WELCOME TO ECP-49

 
Neighboring ECP-17, ECP-49 is a hovering city plagued by a new set of anti-creativity protocols. Much like the Gamers and Breakers of ECP-17, two friendly-rival factions have emerged in the city to fight the oppression: the Creators and the Renegades.

Unlike ECP-17, no political figure is directly responsible for the unrest in ECP-49. The city faces the oppression in the Sentechs, a new kind of sentient, self-aware semi-synthetic creatures - similar in design to the E-Cops of ECP-17. The Sentechs - under the guidance of the Superiors, an advanced form of Sentech with higher intelligence and more developed individuality - have joined together and taken control of the city’s government, leading as a unit known as the Grand Censorship.

The Sentechs plan to make the city a haven for their kind. Seeking a system where they can assign systemic meaning to color and sound rather than the chaos of organic existence, they have been steadily rolling out new laws and ordinances aimed to reduce creativity in their city.
 

OVERVIEW


A once prosperous environment, ECP-49 has become something very different in the last year. Under the oppression of a sentient Grand Censorship, the beautiful environment was stripped of all colors and anti-color laws were put into place immediately. This is a result of the development of color coded warning systems, in-order to avoid any out of context alerts colors were completely banned from ECP-49. Living in a world of black and white, civilians began to rebel and started spraying colored graffiti throughout the city, leaving music playing behind when they had finished to draw a crowd before the inevitable removal of the colors. This also lead to the banning of music in all forms.

The city is filled with unique elements, such as transportation - from gyroscopic rooms beside the teeth on giant gears being used as elevators, to hovering vehicles. In the center of ECP-49 sits a spherical dome, though this is known as the Prison, it serves as an ominous mystery to civilians as little is known about what happens inside. Deep in the core of the city, within the gears and pistons, a group of creative rebels reside. Outside of the Grand Censorship’s view, this area is impressively coated in colorful paints and works of art. It is also where a balcony-like structure can be found that allows for travel from ECP-49 to other districts. This is the main concourse for all deliveries to and from the Creators.

THE GRAND CENSORSHIP

 
SURVEILLANCE: Security cameras similar to ECP-17 and a different model of spy drone called a Scandroid. Scandroids are paired with Sentechs as part of their organizational strategy. Superiors have a personal scandroid paired with them.

SENTECHS: The group of E-Cop like robots that run the city. The low-level members of this group move and act as a unit, teaming up systematically to capture artist offenders. Sentech rank and function are displayed via their light and body colors. While they act as a unit, low-tier Sentechs do still have their own individuality.

SUPERIORS: More powerful, more intelligent, and more developed as individuals, the Superiors are the leaders of the Grand Censorship. Superior Units are equipped with advanced systems and are subsequently a serious threat - even alone - to an artist unlucky enough to cross them.

The Creators

Similar to the Gamers, the Creators are a resistance group dedicated to peaceful artistic protest. The creators value beauty and the happiness of their community along with their creative freedom, encouraging their members to make works that will be uplifting to the residents of ECP-49.

Story: Fenly is a self-proclaimed rogue agent for the Resistance of ECP-49. Born just before the corruption of The Grand Censorship, Fenly craves the creative freedom he once felt when he was younger. This craving drives Fenly's passion for helping citizens live a more prosperous lifestyle. From delivering a single colored marker, to recovering entire confiscated projects, Fenly is dedicated to simulating normalcy for his district. Despite his helpful demeanor, Fenly does not enjoy interacting with others for extended periods, though there are exceptions. On the surface, Fenly appears to be somewhat friendly, but it is usually a form of manipulation to attain information. On top of blending in with society, Fenly is extremely skilled at blending in with the environment. The enhanced silence, lack of colors, and ability to crawl incredibly fast creates a perfect mix of skills to keep Fenly out of the omniscient gaze of The Grand Censorship. To this day, they still haven't spotted, encountered, or even heard whispers of Fenly. Often found in little nooks within District-49, Fenly never stays in one spot for more than one day cycle. The closest Fenly has ever been to getting caught was during a crusade to free a citizen from ECP-49's prison. Fenly hopes to one day subside The Grand Censorship once and for all, and retire away to ECP-17 to live with the girl he keeps in contact with more than anyone-- Veelan.
Fenly does not know much about his origins himself. When the district was first established, the DNA kits used to establish a community were a melting pot. Fenly was born into a mostly Alien society, and his physique was not ideal in the eyes of the old government. Shunned and set aside, Fenly then became the only one of his kind, and took to the shadows for comfort. As he began to get older, the species became much more varied, and Fenly could begin to blend in. Soon discovering that the majority of the population referred to him as "cute" he donned a completely black mask, and returned to the shadows.

ZP-001 (Zene)

Story: ZP-001 is a strong brute, recruited to the Creators by Fenly. Born in a tower far above the city, the Superiors conspired to utilize banned DNA kits. These kits were deemed too unstable for society, and were hidden away until the day The Grand Censorship rose to power. The Superiors aimed to control these ferocious species by implanting adrenaline nullifiers, though they were not fully tested. ZP-001 was originally intended to have an entirely monochrome color scheme, due to the Superiors sensitivity to their color code systems. Overwatching and keeping track of codename - Zenith Project, Fenly was against the use of dangerous DNA kits to patrol the city. During the first DNA creation, Fenly accessed the clone creation parameters for colors, and altered ZP-001's colors. These colors conflict with the Superior's color code systems, and serve as a danger beacon when used together.
ZP-001 is confused about his existence, though he is well informed about how he was created. Fenly feels responsible for ZP-001's outcasted situation, and keeps him close. Teaching ZP-001 to evade The Grand Censorship, and giving him the nickname Zene, the two became close. Constantly questioning Fenly about the meaning of life, and always lost in wonder, ZP-001 wanted to meet more people like him. Fenly decided to introduce him to the Creators. Zene was immediately accepted into the Creators after showing extreme promise in ECP-49's Styleball, a variant of Gameball. Soon rising to the top ranks of Styleball, Zene displays an elouf and humble nature despite his popularity within the group.

Character Traits: Short, Male, Shy, Wise. Likes Sweets, Fast but bad at gameball & races.
Story: LÆN grew up in lower parts of ECP-49 and was always made fun of for his short stature. Because of this he also grew up with not many hobbies except for some self taught networking skills. Once he was working on modifying his tech and got an injury. A high voltage shock left a scar that he grew to hate. Because of this he adopted a custom made bandana to cover his scar due to embarrassment. Over time he found himself wearing it more and more until he barely took it off and it became a permanent feature/characteristic of him. At some point before meeting the creators he found someone who was able to help him become more of an open person and because of this they were the only person LÆN grew to like on a personal level. Sadly, after knowing eachother for years the person was kidnapped by the superiors and believed to be converted to a sentech and never heard from again. Today the whereabouts of LÆN are unknown. He can be found often with info on nearly anything in the City (as he is an info broker) and is said to work with the Creators to help their motives and to get revenge.

Story: The energetic vocalist of the twin sister band +MV. She differs from her stoic sibling Viody in every way but her passion for music. She can sing any song you ask her to, but can't play an instrument to save her life. She loves racing, jokes, candy, fluffy things and frills. In spite of their differences, Melolin gets along fantastically with her sister.

Story: Having a very high metabolism and working out a lot, she has more muscle than most around her. In spite of that, she really likes to focus on making others laugh. It’s hard to have a bad time around her and she knows it, finding it as her art and passion more so than working out and exercising. She aspires to be a stand up comedian with at least some decent material, but tends to have trouble doing so, as her comedy tends to focus on personal interaction with her friends. Maybe it’s stage fright? Maybe it’s just crap material? She’s not sure, but making people around her feel better is one of the most important things to her.
She’s dating a certain renegade who acts tough, but is a total sweetheart.

Story: Kanvìs moved to ECP-49 at the age of 15 when he had been recognized for some amazing artworks that he had shared for many of the more wealthy members of society of his home ECP. With many of the members of the upper class buying his art he had enough money to move into a better home than the one that he had been living in. Previously he had lived in a small shack in the middle of the slums, now with all of the accumulated wealth that had been gained from the art. He moved into a large apartment that had a large view of ECP-49, after a year or so he had become known throughout all of ECP-49 as a well established artist. Later in his “Career” he had changed style of artwork, from Watercolor to Computer Drawing. This had been a shock to his clients but they still purchased them because of the quality that was in the work. A year later, a new government had been instated in ECP-49, they quickly got rid of the creativity from the people and had then taken all of Kanvìs’s wealth and also his property, because of all of the companies that he had invested in. Majority of these were in the art and music industry, in which since they had banned creativity they had shut down all of those companies and with that all of the investments that he had put into each of all of the companies. He had been on the street for several weeks, but ran into a group of people that were known as the “Creators”...

The Renegade Artists

Known in short as the Renegades, this artist resistance stands for complete freedom of creativity. The Renegades see their goal as simple: Unseat the Grand Censorship as quickly as possible - and if it makes a mess, that’s all part of the show.

Trebolt

Species: Sentech Superior

Art Style: None, but has an appreciation for the visual arts.
Group affiliation: Renegades
Story: Tall, buff, imposing and terse, Trebolt is a Sentech Superior - the same kind of cyborg that has the city under their control. Trebolt, however, somehow retained an appreciation for the arts as a Sentech. Before his life as a Superior, the person who would become Trebolt had been a traveling entertainer, quickly arrested upon his arrival in ECP-49 for his colorful appearance.
Because he is a superior, Trebolt finds it hard to fit in with the other rebels. He has proven his dedication multiple times as a double-agent working for the artist resistance, relaying critical information from the inner workings of the Superiors’ agenda. Many members of the artist resistance are still apprehensive towards his presence or completely afraid of him, though no-one is brave or stupid enough to ask him to leave.
As a Sentech Superior he can scan and detect various signatures, including advanced data on the emotions of lifeforms he encounters, the presence of lifeforms, the presence of various electronics, and the presence of synthetic and semi-synthetic beings. Trebolt maintains a civilian contact in town and a friendship with a synthetic of female design called Kar’i. He is also, mysteriously, close friends with Kixan. This friendship often troubles the artists who are uncomfortable with Trebolt, as Kixan is both groups’ main connection to their support in ECP-17.

Story: The stoic and terse side of the sibling musicians of +MV, if there's an instrument she can't play, it's because she hasn't heard of it yet. With a holographic synthesizer instrument built into her suit, she can start playing any instrument at any time. She favors dark colors and minimalistic, form-fitting clothing. She and her sibling frequently team up to create musical mayhem in the city, though they don't last long with the Sentech security.
She sometimes breaks her stoicism to make sarcastic comments at the expense of those around her.

Story: He wants to fight the Bluebit stereotype of being sweet and calm so badly... So so very badly, but he cares too much about others around him and the simple, calm things in life. He finds it hard to not be gentle, so he tries to put up a tough guy facade. He wants to be a tough and rude mean crude dude... So so very badly. It doesn't help that he’s a soft spoken musician, and when he plays his full inner Bluebit comes out, singing about the gentle sweet things in life. He’s the kind of guy that will accidentally bump you, apologize a bunch, but in the middle stop, try to look cool, and be like "Yeah, I’m pretty ripped I know, watch yourself. I:V"
His friend Viody helped him design his custom Whamaphone instrument. He’s also dating a certain girl who easily wedged her way through his thinly veiled tough guy exterior. He doesn’t even try to act tough to her.

Story: Kixan is the somewhat mysterious "armored gamer" who serves as liaison between the Gamers of ECP-17 and the artist resistance groups of ECP-49, primarily the Creators. Not much is known about his past, and he insists on never being seen out of his custom armor suit, leading to accusations ranging from "Kixan is a robot!" to "Kixan just likes to think he's a superhero."
He serves dual roles in ECP-49 as both a smuggler (trading art supplies for games and entertainment for ECP-17) and an organizer for the Creators.
Frequently can be heard protesting that he is not, in fact, a robot. Extremely dislikes being called "Kix".
Extra info (highlight to read):Kixan was arrested in the early days of the anti-leisure laws and passed the physical aptitude test in the prison. He woke up in the middle of the procedure of E-Cop creation not knowing what was happening, and escaped with a partially stripped-down confiscated vehicle similar to a hovering motorcycle. (Taken for being an entertainment item.)
He crashed into Garbage Village where he blacked out, and awoke in Potatox’s garage. He wandered around in a deactivated set of Anonymous Gamer’s clothes for a time while his new cyborg parts were made functional and his armor was made. When the situation of the artists in ECP-49 became known, the vehicle he escaped on was repaired and his suit given an atmosphere control function to allow him to travel between the ECPs, trading paint and pigments for games and consoles.

Story: Found on the surface of the planet by Kixan, Chuffy is an unknown species that the rebels of ECP-49 have dubbed a "Piffpoff" because his little piff noises, and his poffy fluffy fuzz. He has an attraction to bright glowy and flashing lights and loves a good snack, so he’s easy to approach. Y’know, if yous got da goods. His neck extends to about three times its normal length, making it easy for him to reach things on tables and almost be a nuisance. If only he wasn’t so fluffy and making cute chirpy piff noises all the time, then it’d be easier to be mad at him.

Story: Tabu was noticed by Fenly sleeping on a lamp post within the city of ECP-49, though seeing Tabu is not an easy task. Camouflage fur keeps Tabu out of sight and relaxed in almost any environment. After citizen traffic decreased, he was approached with scraps of food and an unmasked Fenly extending a helping hand. Tabu is often a great partner to have, but sometimes he may just want to sleep.
